Division 7, 27, and 44 Club Presidents, Club Secretaries, and Kiwanis VIP's:
We are in the process of implementing a new governance system for the CAL-Nev-Ha
District. This new structure calls for our three divisions to consolidate into
one Region, the Delta Region. The new structure does not alter the independence
or structure of the individual clubs nor does it change the basic integrity of
the Divisions but it does change the duties of the Lt. Governors and it does
afford a more professional and effective governance of the Cal-Nev-Ha District.
The new form of governance calls for the establishment of a new position,
Regional Trustee, and will go into affect on October 1, 2008.
The first step in implementation is for us is to elect a Regional Trustee to
represent our three divisions on the Cal-Nev-Ha District Board. This person
will serve a 3-year term and will be elected at a regional election conference
to be held during March 2008. Each of the 32 clubs within our three divisions
which make up the region will have the opportunity to vote for the person to
serve as our trustee. Attached is all relevant information published by the
District regarding this process and the requisite requirements for a candidate
for the office of regional trustee.
It is vital that the best qualified person be elected to this office. It is
also our desire to have a fair and equitable election which gives all qualified
candidates equal opportunity. Please give the attached information maximum
exposure to ensure all qualified persons can consider the opportunity to run for
office. Also, please give all announced candidates equal opportunity to visit
and address the membership of your club.
Anyone interested in running for the office of Regional Trustee must file their

With regard to the actual election, all the clubs in our three divisions are
entitled to two voting delegates. The delegates would normally be the current
club president and the immediate past president. If these individuals are not
available, alternate delegates who have been approved by the Club Board of
Directors may represent the club. (No proxies votes will be allowed and
internet voting will not be permitted.) The successful candidate for the office
of Regional Trustee must receive 51 per cent of the votes cast and 2/3 of the
clubs in the new region must be represented at the election conference to have a
quorum.
After much discussion among the three of us and after seeking input from several
clubs, we have set the election conference to be held at the Kiwanis Family
House (2875 50th Street, Sacramento) on Saturday, March 15. The election
conference will begin at 10 am and last until we have elected a Trustee to
represent our Region. All of us realize that this election conference
requires additional time and travel but it is an extremely important task and
ask that each club make an extra effort to attend and participate in the
election process.

This e-mail contains important information and instructions regarding the
implementation of a new form of governance for the Cal-Nev-Ha District.
The District is moving to a system of 18 Regional Trustees to serve on the
District's Board of Trustees along with the Governor, Immediate Past-Governor,
Governor-elect, Secretary and Treasurer. Divisions 7, 27, and 44 have been
organized into Region 16, the Delta Region. Our trustee will begin their term on
October 1, 2008 and will serve for three years.
As the attached official notice of election states, the election for our trustee
will be held on Saturday, March 15 at the Kiwanis Family House, 2875 50th Street
in Sacramento. The election meeting will begin at 10 AM and conclude when we
have elected a trustee. We currently have two declared candidates for the
office, Rae Whitby-Brummer from Division 27,

III from Division 44,
chambers34@comcast.net . Additional
individuals may declare their candidacy between now and the election meeting, or
may be nominated from the floor during the election meeting. However, any
additional candidates are reminded that they must have a completed 'Regional
Trustee Declaration of Candidacy and Endorsement of Primary Club Form' before
they can be considered. (Requirements for the office of Trustee and necessary
forms can be found on the Division 44 Web site,

Bob Canady from Division 7 has agreed to serve as the Chairperson of the
Regional Election Meeting and Michael Storz from Division 44 will perform the
duties of Election Secretary.
Below are a few specific items to keep in mind and tasks to perform in order for
the election process to proceed in a fair, efficient, and effective fashion:
Each club in Divisions 7, 27, and 44 will have two voting delegates.
District bylaws mandate that the two delegates will be the current Club
President, the Immediate Past Club President or alternates approved by the
club's board of directors.
CLUB ACTION ITEM: In order to prepare for the election, all clubs in
Divisions 7, 27, and 44 are asked to notify the Election Lead Lt. Governor,
Jim Legler, of their voting delegates and alternates for the March 15
election. This notice shall be via e-mail at
ajrlegler@msn.com as soon as possible but not later than the
close of business on March 13. This notice of delegates sent shall come from
the Club Secretary or Club President and will serve as the 'delegate
credentials'.
Voting by proxy or electronically is not permitted; only votes
cast at the election meeting by authorized club delegates will be counted.
The past Governors, Past Lt. Governors, and current Lt. Governors in
attendance at the election meeting will be allowed the privilege of the
floor to speak at the election meeting without the right to vote unless they
are acting as one of the two representative delegates from their primary
club.
A majority of all valid votes cast shall be necessary for the election of
Regional Trustee.
A quorum for the election meeting shall consist of representative
delegates from not less than two-thirds (2/3) of the clubs within the Region
(not 2/3 from each division).
CLUB ACTION ITEM: Please forward this e-mail and the attached
official election notice to any Past Governors of the District as well as
Past Trustees and Past Lt. Governors of this District who are now members of
your club so they are aware of the process and may attend the election
meeting.
Refreshments will be served at the election meeting.
This is an very important election which will impact the the future of Cal-
Nev-Ha District. All clubs in Divisions 7,27, and 44 are encouraged to exercise
their right to participate in the selection of a Regional Trustee; please plan
to have your club represented at the election meeting. If anyone has any
